UJO is a political advocate and umbrella organization representing 125 Hasidic-run social service agencies, congregations, schools and other groups. Rabbi David Niederman is the Executive Director and has been battling the construction of the incinerator since the mid-1980s. In 1993, according to Niederman, there were 60,000 people under one spokesman.
